Active Text ROI Causes Zoom Box to Not Display

When I add a text region, the zoom box disappears. For other types of ROIs, the zoom box continues to be displayed. Is this by design or is it a bug? I have updated IJ to 1.46n16. My system is Windows 7 64-bit running Java 1.6.0_22 [64-bit].
