Another cubic interpolation, resize, rotate code

I needed a certain type of image interpolation for my own work and decided
to modify some parts of ImageJ.  The resulting open source code is posted on
my site in the hope that it might be more generally useful. If nothing else,
it might produce some discussion. What it purports to be able to do now is
rotate and resize 32 bit images and stacks.
