Calibrating CT images for density - false results

Hello community,
 
I am new to ImageJ and transformation of my ct images is false: 1026 -->
1052 instead of 1000; 26-->52 instead of 0.

How can I correctly calibrate my CT images to reach 1000 and 0?
In the analyze->calibrate menu is [left column:measured value][right
column:corresponding target value]?
