Can't change .tif files to open with ImageJ

On one macintosh, running Leopard 10.5.8, we can¹t set the preferred
application to ImageJ for .tif files.
When selecting Open with ImageJ in the get info box, once we click the
Change All..., it sets back to Preview.

Why is it doing this and how can I force this Mac to automatically open all
.tif files in ImageJ?
