Combining pixesl/Reducing pixel numbers

Hello,
 
I am trying to find a macro/plugin tools that can reduce total pixel numbers in a image by averaging pixel values. I have images with 512x512 and I want to reduce it to 30x30 by calculating averages and generate images with smaller pixel numbers. Any help will be appreciated. Thanks,

Image > Transform > Scale is under the Image menu.
