We have a recent paper that may help you to design an automatic system:

In a such case you have only a “badly” compressed video signal, reverse engineering is required to recover the doppler velocity information! Need probably, correction on deblocking artefact, desinterlacing, denoising, retrieve the calibration (scale of Doppler), ...
