Creating an administrator for the panel

I cannot create an administrator in the control panel. The interface seems to load, but the form does not save data. I tried restarting the server, resetting the browser settings - to no avail. If anyone knows how to get around this error and correctly register the admin, I will be very grateful. So far, I am completely stuck at this step of the setup

At the final stage of the installation, I got to creating an administrator account, and then there was another hitch - the form seemed to be sent, but the login did not work. At first, I thought that the problem was in the browser. Then I began to blame the database. It describes the entire process of completing the installation and creating the first user, taking into account all the nuances. I simply repeated the steps and everything worked.
