Edit>Fill Option Problem

So what I am doing is opening up a .jpg file. Then I select the a ROI using the 'rectangular selections' button. From there I double click on 'Color Picker' option and select Red to the set the 'Foreground Color'. When I go to edit>fill the color that gets filled in is a dark gray color instead. Any help on this? Thanks.
