It looks like although you may have Java 8 installed on your system, ImageJ
is using Java 6 (The "All Platforms (No JRE)" downloads[1] will use your
installed Java by default. Other downloads will use a bundled Java 6).
You can change the version of Java being used by following the instructions
in this FAQ entry[2]. You can also manually verify the Java version used by
clicking on the ImageJ status bar[3].
Hopefully this process will be much simpler and more flexible soon as
ImageJ moves to Java 8[4].
