First release of the ellipse splitting plugin

I'm happy to announce the first release of the ellipse splitting
plugin. The ellipse splitting plugin splits binary objects which could
approximated by an ellipse. Please see http://fiji.sc/Ellipse_split for
more information.

I would be happy to hear any suggestions for improvement!
