How to create a presonalized selection tool

Hi all, I am wondering if it is possible to create a personalized selection tool? I need to create a right scalene  triangle (x,y,z) and then trace a parallel line of x,y at z/2.  Rectangle tool is not an option since it doesn't rotate and my x,y values many times are different from 0.
