Does this have anything to do with ImageJ?
ImageJ uses the JPEG compression algorithm built into the Java standard function library.
The only JPEG source code I know of is at the Independent JPEG Group,
http://www.ijg.org/, but it is in C.
A Google search on "Huffman encoding" brings up a long list of resources for me.
