Ken,
"LUT Editor" is surely not what you want.
I'm convinced that you can perform what you want by using ImageJ if you
are willing to write the respective macro or plugin. I don't think that
you will find a ready-to-use suitable ImageJ-plugin (I may be wrong)
because ImageJ is for scientific image processing and analysis and what
you are heading for looks more like image-cosmetics.
