Inconsistent background handling in Translate

As far as I can tell, Image>Transform>Translate shifts in a black
background for integer translations but a white background for
non-integer translations. This can lead to inconsistent results
depending on the rounding accuracy of the x- and y-offset values.
Feels like a bug, but maybe there's a reason I'm not understanding.

This bug is fixed in the 1.44l daily build.
