Installing Star Dist onto non-networked computer

I am wondering if someone can provide me with some instructions for downloading and installing the Star Dist ImageJ plugin to a non-networked computer (Windows 7).  I can get the plugin to run fine on a small networked computer (windows 10) for a small image.  However, for larger images I need to run the plugin on a larger computer and the U.S. government does not allow such computers to be on the network.  I have gone into the various websites:

https://sites.imagej.net/CSBDeep/
but I find what seems to be many different versions of the same plugins.
I think I need to know which files need to be downloaded to the plugin folder of imageJ.

The easiest way would be to install it on a networked computer running
Windows, then zip up your Fiji installation and unpack it on the other
computer. There is also a menu command "Plugins › Utilities › Make Fiji
Package" you could try which is intended to help with this.
