Overlaying images with different Scales

Hello All, I would like to over lay two SEM images over one another, which have different images sizes and scales. Both images at the same magnification, but using different machines, and have different Pixel Scales, and total pixel counts. Image one = 15.17 pixels per um (Image Size = 1236x862 pixels) Image two = 4.90 pixels per um (Image Size = 554x412 pixels) I would like to over lay one image over the other. Is there a way I can convert the images to the same scale, so that I can do an overlay? Any help would be greatly appreciated.

Image\Scale allows you to expand or shrink an image, so can be used to create images with same sized pixels.
The image with 15um pixels needs to be rescaled by around 3x

The two images do not have the same resolution but can be aligned and overlayed.

The fully functional testing version of GIMP runs with the MECL backend in 32 bit floating point and can handle just about any image file up to 32 bit now. The stable version runs in 8 bit color depth.
I would use GIMP for anything you have trouble with doing in imageJ regarding specific tasks such as scaling.
If you search gimp 2.9.3 you will find various testing versions uploaded at partha.com, one of the gimp developers. If you are running linux, you can get ppa's for version 2.9.2 with constant improvements coming in. The open source community is really taking off.

Hello
I would use TrakEM2. It comes with FIJI distribution of ImageJ. I would
import both images to different planes of a 2-plane project and use
manual aligning with landmarks. Afterwards you can export to a 2-slices
stack of the aligned images with adjusted canvas as needed. It is a bit
of a learnig curve, but good documentation exists.
