Hi Vanessa,
possibly you have no write access to the IJ_Prefs.txt file.
On Windows, it is in the Programs/ImageJ folder
On Linux, in the user home directory
On Mac OS X, in the user's Library/Preferences folder
On Windows, if ImageJ is run under a non-administrator account,
I usually make the ImageJ folder as a whole writeable to all
users (including its contents, with the subfolders); by default
it is not. Then everyone can update ImageJ, install plugins, etc.
