When I follow the installation link to the ij-dcraw package, given at

  http://ij-plugins.sourceforge.net/plugins/dcraw/

there is no downloadable ij-dcraw plugin there, only a link to groovy. Is the plugin available elsewhere?

The link need to be updated. Click "Download" link at the top of the page,
then on "ij-dcraw". Or use this link:
