The permissions/rights issues of ImageJ under W7 could be resolved
either by installing it into the directory where current user have
full rights (for example, into folder in current user's "My
Documents", as was previously suggested), or by installing into
subfolder in "Program Files (x86)", and editing the permissions of
folder where ImageJ is installed - to give the limited rights' user
the following permissions:
"Modify", "Read & execute", "List folder contents" and "Write".

but try first to give the current user only "Modify", "Read &
execute", "List folder contents" and "Write" rights, and then try to
run ImageJ from limited user's account. It did solve most of my
problems.
