They are not part of the same plugin.

You were not wrong. I had mentioned in the download page how Windows
can sometimes change the .jar to .zip. Simply rename the
windowLevelMacro.zip to windowLevelMacro.jar. You may still end up
with a file called windowLevelMacro.jar.zip. In this case you should
change the option "Hide extensions for known types" to off. You will
then see the correct extension for the file.
The tools are not available from the plugins menu. You select the
window level tool by selecting the "WL" icon from the toolbar. You
then drag the mouse to change the window and level.
