Try upgrading to ImageJ 1.38d, available at

http://rsb.info.nih.gov/ij/notes.html>. According to the release notes
(reproduced below), system clipboard support on the Mac should be
better starting with v1.38a.

if internal clipboard is empty; if no images are open, opens
one and displays internal clipboard; improved Mac system
