the short answer is no.
The reasons are evident from the structure and development of ImageJ.
Please study the documents on the ImageJ website and the list
archives and you will understand why the answer is no and will remain
no as long as the general status of ImageJ remains (hopefully)
unchanged.
Again in short: ImageJ is permanently refined and extended.
Nevertheless ImageJ has an enormous user base. Presently, this list
has more than 1700 subscribers and I judge the user community to be
at least 4 times as large. Hence the "bug detection probability" is
very high and Wayne Rasband magically manages to usually remedy any
shortcomings within hours.
