image to tool icon plugin: anyone?

I did use it a few years ago, and today I can't get google to find it
for me.
Does anyone know where to find such plugin?

There must be an implementation of my own somewhere as well, which I've
lost track of. If anyone has it, I'd appreciate he/she emailing it back
to me.
