ImageJ is the perfect tool for a collaboration tool we are working
on. We are hoping to use it as an applet to open a zip archive of
DICOM images.

but this only opens the first image in the archive.
I saw a email response from Wayne in 2008 (?) that one needed to convert
the images into a multi-image tiff. But this involves post-processing
any uploaded archive which is difficult or means the any user needs to
know how to create a multi-image tiff.
Is there any way to make ImageJ open all the images in a zip archive?
