has anyone used imageJ to analyze PET data? Does Image J accept dymamic data? Is there a plugin available

Analysis of dynamic data is precisely what ImageJ is all about.

Place all your images in a folder, then go to File->Import->Image
Sequence, and when you highlight one image, it asks you what image you
want to start with, what increments you want, the scale you want, an
identifier of the file name(s) or patterns, and a number of options. All
that creates a stack, which you save, and can then use to analyze the
dynamics.

I have been using it for years to analyze dynamic MRI data, or dynamic
nuclear data.
