spatial frequency

My intention is to determine spatial frequencies for small areas within an image (eg 4x4 pixel groups) and through that judge the sharpness of these areas
a) is spatial frequencies calculation indeed the best way to determine sharpness?
b) any plug-in suggestion for that?

Dear Pavlos Iliopoulos,

evidently, the use at least of Fourier-spectral measures computed
from such small areas cannot be recommended for whatever purpose!

I've no idea what you mean by "sharpness" (do you mean in focus?),
but for fundamental reasons spatial frequency measures computed from
small regions are of little to no value.

If small regions are an essential for your tasks, then you may have a
look at maximum entropy spectral methods but they require much more
realization effort.
