startup macro sets scale using dummy image but blocks drag and drop

My startup macros contain some code that opens a dummy image so I can then use setScale(), and
then the dummy image is closed. This works fine by itself, but not when I open an image by dragging
it onto ImageJ unless ImageJ is already running.

Is there a way I can automatically set the scale to some desired value different from that imbedded in
an image that is dragged onto ImageJ when ImageJ is not already running?

This on Mac OS 10.5.6 + ImageJ 1.42e + Java 1.5something.
