not sure where you've found the term "static voxel" and how it may be
related to ImageJ.
What I'm able to tell you is, what "voxel" means:
A _voxel_ is a "volume element" (3D) which was derived from the term
_pixel_ that stands for "picture element" (2D).
In both cases it means a sample value, i.e. a _single_ number or, if
color is involved, a color spectrum or three color values in case of RGB.
Sample values (voxels) of 3D-objects are obtained by a discretization
process. Most often volume discretization is done by first selecting
consecutive planes and by applying 2D sampling to every plane. Usually,
the distance of the planes is called delta_z and the sampling distances
in every plane are called delta_x and delta_y. In many cases delta_x
equals delta_y.
It is important to understand that a voxel isn't a volume, but a number
(or a spectrum or an RGB number triple) located at a defined 3D _point_
location of an object. A volume can only defined by the three sampling
distances delta_x delta_y and delta_z.
Whether "static" has something to do with the temporal behavior of an
object, depends on the context that is apparently missing in your post.
