scaling to same number of pixels and size

I am trying to create images with similar total size (20*20 pixels) and similar total number of black pixels (the number here is not interesting, only that all pictures are similar) from a set of binary images (200 in total) of varying size and shape. Is it possible to re-scale these different images so they a) become similar in terms of total size, b) similar in total number of black pixels on a white background and c) that the black object of interest (these are pictures of insects)becomes centered on all images. Would be very greateful for suggestions! /Nic
