Plugins\jars

Hi,
I always thought that plugins could go into the Plugins folder or any
subfolder.  This works on my XP system and IJ1.44a, but others are
reporting to me that plugins need to be in the Plugins\jars folder.  Has
this changed in a new ImageJ version?
