If Joel's suggestion doesn't work for you, you could try VirtualDub (http://www.virtualdub.org/index.html ), a freeware which you can use to downsize and compress AVIs.
 
I haven't tried working with MPEGs but it states on the site that it can read MPEG-1 although it doesn't write them so it might be worth a go since you want AVI output.
