FITS files in imagej applet

The default ImageJ applets when running on our servers will not load
server-supplied  fits files.  I would like to offer a selection of
astronomical fits images under File -> Open Samples for students to
use, and we can do this for jpg or other file types, but not fits.
Would someone offer  step-by-step instructions on how to make an
unsigned applet version of ImageJ that will allow the server to supply
a browser with a fits image?
