If you just want to put 2 images side by side try the stack combiner plugin.  By hand. the process would go something like this.

1  Open the images
2  Figure out the size for the final composition of multiple images
3  Select an entire image (note the size of it)
4  Copy this image
5  Make a region in the large image having the same size as the image just copied
6  Paste the image into its place
7  Repeat steps 3-7 until you're done

If the images are the same size, I would recommend creating a stack out of them (Images>Stacks>Images to Stack) and then using the Magic Montage toolset to create a montage of the pictures.  This toolset will also let you quickly rearrange the images.  It is available at

Save the file in your ImageJ>Macros>Toolsets folder and start ImageJ.   Here is a video tutorial on it.
