digitise graph and measure point diameter

Hi,

Does anyone know of an ImageJ plugin/macro that can i) digitise points
on a graph or objects in a photo AND ii) measure the diameter of these
points/objects?

I have found nothing obvious in the ImageJ site, nor the list archives.
There are a number of other software programmes that do these tasks
independently, but if there is a single programme, I would love to know!
