... you need something like:

<key>VMOptions</key>
<string>-Xms4000m -Xmx4000m -Xincgc -XX:+DisableExplicitGC -server</string>


.. in your ImageJ.app/Contents/Info.plist file.

If the VMOptions entry is not there, just add it.
