Hi David,
two possibilities:
(1) use the threshold to define the range that the wand should accept:
Image>Adjust>Threshold
(2) There are several plugins, search the internet for "ImageJ Magic
Wand plugin". E.g. Yawi3D, NeuronJ for linear features, ...
