I can't find where gnome-panel would log messages to.
But in the context of this mailing list, perhaps we can look closely
at the ImageJ version you are using, the JRE used to compile / run it
and events that prompt this lock up to happen.

If so can you verify which version of JRE it uses?
Also does it happen with earlier versions of ImageJ?

I didn't have much luck either searching on Gnome's bugzilla with
Product = "gnome-panel"
Status = (shift +select all)
Summary = freezes, freeze, lock, locks
