The behavior has not changed. File>Import>Tiff Virtual Stack opens a
single multi-image TIFF as a virtual stack. File>Import>Image Sequence,
when "Use Virtual Stack" is checked, opens an image series as a virtual
stack. File>Import>Raw, if "Use Virtual Stack" is checked, opens
unformatted image data as a virtual stack.
