Converting HTML to an IMAGE

I am trying to stream an image to a browser so it can be rotated.  So, to begin with, I would like to
create a HTML page (or portion), convert this to an image, rotate the image, then redisplay the output
on a HTML page.  I am not very familiar with using IJ from the commandline, so I would need a bit of
a primer and the complete command set to fulfill this task.

Any assistance will be appreciated.
