The rate of the frame update is the rate the operating system sends new key press messages to your program when you hold the key down. This is controlled by the operating system.
On the Mac, you can adjust it via the Keyboard system preference. The Keyboard control panel on Windows does the same.

When I adjust that it controls playback (when I hit \) but it doesn't
seem to change the speed that you can scroll using<>, at least not on my
mac...
