If your problem is not when you start ImageJ, but when you use
JFileChooser (e.g try to select a file from a folder), I had a similar
problem with netbeans (IDE for java)
I resolved by disable zip stuff:
(on windows start-->exec)
regsvr32 /u %windir%\system32\zipfldr.dll
