Cell Counter / Point Picker Plugin

This is a suggestion for an improvement to the Cell Counter or Point Picker
plugins, or a request for a new plugin with the following feature...

I am looking for a way to convert my mouse pointer into a specified-size
ring so that I can readily compare sizes of structures to it before I add
them to my cell count (i.e., without having to measure each structure while
counting).

For example, I only want to select circular-profile structures that appear
to be approximately 25 nm in diameter. Therefore, I would like to have my
pointer turn into a 25 nm ring so that I can compare strucutures to it
before I choose whether or not I should select them.

Is this already possible in ImageJ?
