Pixel values in RGB Tiff

Hi,

When I save a RGB file as a tiff then read it back again pixels seem to
have the sign bit set.  They start out without this bit set, i.e.they
have RGB values that only occupy the lower 12 bits of a 16 bit word, the
other bits are 0. Does anyone know why this bit gets set?
