You should also manually adding a .dcm extension to your files, since ImageJ/Fiji is having trouble recognizing the format.

Try opening the image after turning on ImageJ's debug mode, by clicking Edit->Options->Misc... and pressing Debug mode.  As the dicom tags are processed, they will be printed out to the log.  If the output only gets to the 0002,0010 tag, it's probably a DICOM file that ImageJ is not equipped to read.  In that case, try opening it with Fiji (http://fiji.sc/Fiji which is ImageJ with extra libraries).   If Fiji does not open the image, let us know what kind of output the debug mode gives.
