This bug is fixed in the latest daily build (1.48e18). You still have to use ctrl+shift (or command+shift on Macs) to create a centered circular ROI but any underlying overlay will not move. You can upgrade to the daily build by using the Help>Update ImageJ command and selecting "daily build" from the drop down menu.
