Re-assign keyboard shortcuts

I wanted to make my own plugins use shortcuts, and as most letters on the
keyboard are already assigned, I wanted to re-assign. However,

Plugins > Shortcuts > Remove

only lets me remove "recent commands", otherwise the list is empty. Is this
a bug? Is there different way to do this? Thank you.
