Some quick explanations :

http://imagejdocu.tudor.lucommunity site for ImageJ for documentation and also plugins, anyone can
create a new page to put his plugin, and comment others pages.

http://fiji.scfiji is a distribution of ImageJ including many plugins already nicely
packaged, you can register and then put your plugin, either as source
via git or jars (as personal pages)
*
http://rsb.info.nih.gov/ijfirst and "legacy" website for ImageJ, you need to ask Wayne to add a
new page.
