The text tool creates text in the foreground color, which is set by the color picker tool. The color of a text selection created by the text tool can be changed in the selection properties dialog, opened by typing ctrl+y (Edit>Selection>Properties). Type ctrl+b (Image>Overlay>Add Selection) to add a text selection to an image overlay.
