starting Fiji by double-clicking an image file (Mac)

When Fiji is NOT running, double-clicking on an image file will cause
Fiji to start up - but does not load the image.
When Fiji IS running, double-clicking on an image file opens the image.
So…at present, I find myself double-clicking on the image file…waiting
for Fiji to fire up…and then double-clicking on the image file again.
Most of the time, lately, I’ve been selecting a NUMBER of images to open
at once (if this makes a difference).
Is this the intended behavior? or, a bug?
