There was a breaking point in the updater some time ago where this was
happening. I think the instructions for fixing it are in comment 10 if this
bug report:
http://fiji.sc/bugzilla/show_bug.cgi?id=763#c10You should be able to resolve this from the command line by reading through
those comments and following the steps. If you're not attached to anything
in your local install, you can also download a fresh version from
http://fiji.sc/Downloads, as the bug was eventually resolved.
